Now, the screwed up thing, which is happening in PA, is that instead of following state law, the inspection stations are given a copy of the Federal Motor Vehicle Safety Standards ( FMVSS) to use to determine if a vehicle passes inspection. If you don't have the safety inspection, you can't renew your registration - period. In order for you to register your vehicle every year, you must pass what's called a "safety inspection". I would not recommend doing the paperwork. I think they must of tried to do all the paperwork themselves. This sure beats the 5-1/2 months I read about from a couple of guys. So I can highly recommend going where I did. What part of the state do you live? I had my new title and plate in about 18 days. Front and rear brake switches, licence plate light, tail light. After I got my title and plate, I put the factory one back on.The factory E head light is dual filament, just not very bright. I had an old BD headlight that did just that. The guy I had do the "enhanced" inspection said head light should say DOT on the lens. You can always take them off after your title comes.
